Option 1: Bus + Tricycle
Step 1: Go to Laoag City Bus Terminal (Partas, Fariñas, or Maria de Leon).
Step 2: Take a bus bound for Claveria or Cagayan and ask to be dropped off at Pagudpud town proper (2 hours).
Step 3: At Pagudpud town proper, hire a tricycle to Blue Lagoon (20-30 minutes).

Step 1: Go to Laoag Van Terminal (near the public market).
Step 2: Take a van bound for Pagudpud (1.5-2 hours).
